This article describes the role of general knowledge in preparation of civil services exam or IAS exam. Change management is a strategic function that equips the business to perform to its objectives. These will change as the market circumstances shift. 'Management of change is not simply a behavioral issue. It consists of behavioral, economic, historical, decision-making, political, and social aspects' (D C Wilson 1992).

It's not about clearing the IAS exam or not just about civil services exam, it is about the passion of the young generation to clear the exam and serve for India.

Too frequently the problem lies in the perception that change management in a business can be viewed in isolation from the support activities and FM. 'You cannot change the culture without physical change' (Sir Peter Davies, Chairman of Sainsbury 2000). In this instance, it is the move of Sainsbury's HQ from a number of buildings to a single building. Many organizations implement change in the core competencies and the non-core elements of support and FM is ignored or considered when problems arise. The result is business support infrastructure 'failure' as it falls short of the expectation. All knows about civil services that the people or the aspirants are very passionate for this exam.

This chapter attempts to identify the role of civil services and IAS, in a Indian Rural process. It will identify the direct and indirect relationships of FM and the business through the application of a 'value tree' approach. It will put the case for FM to be the catalyst for change in organizations.

Some background may assist in understanding and FM often referred to as the non-core activities of the business. These could include property, work space management, corporate office services and those that are often associated with the 'bog roll and spanner brigade'. Historically, these tasks are delivered by in house middle management, administrative and operational staff (many untrained), in response to senior management who views them as a cost to the business. More recently in the UK, some of these are out-tasked or outsourced to external suppliers whose core businesses are FM services. This trend in the UK in the last ten years is underpinned by the Government outsourcing its property ownership and support services to their DSS (PRIME).
